Notes

  • Pupils at the end of key stage 4 in each of the DfE's social care groups, as the DfE matches its social care returns to its key stage 4 results: Children in need, excluding those on a child protection plan and those looked after, at 31 March; children on a child protection plan, excluding those looked after; and children looked after continuously for at least twelve months at 31 March, as the DfE defines its social care groups.
  • The DfE gives these figures for England's 153 councils with education and children's services duties (its unitary, metropolitan and London councils and its 21 counties), not for districts.
  • The DfE gives Barnsley and Sheffield under the codes they had before part of Barnsley moved into Sheffield on the 1st of April 2025 (E08000016 and E08000019), and they are shown so.
  • The DfE's methodology: “National and regional numbers have been rounded to the nearest 10. Local authority numbers are unrounded.” Percentages are rounded to one decimal place, and average Attainment 8 scores to one.
  • England's figure is the DfE's own. Its England row counts more children in need and children looked after than its regions together, beyond their rounding, which its methodology does not explain, so the checks hold each region's councils to it, and England to its CSV, until the DfE says why (decision 48.2).
  • Most councils' figures for the smaller groups are suppressed. The DfE gives no Progress 8 scores for these pupils, whose key stage 2 tests were cancelled in 2020, and no free school meals figures for children looked after.
  • Attainment 8 adds up a pupil's points in eight GCSEs or equivalents, English and maths counting twice; the checks hold each average to the DfE's own sum of scores over its pupils.
