Notes

Providers delivering each funded entitlement in January and the children registered with them, as the DfE's early years census and school census count them: the universal 15 hours for every 3 and 4-year-old, early learning for 2-year-olds who meet its criteria and the hours for children of working parents. A provider offering more than one entitlement counts under each.
State-funded schools are nursery, primary, secondary and special schools and governor-run provision; private, voluntary and independent providers include childminders and independent schools, as the DfE groups them.
The DfE gives these figures for England's 153 councils with education and children's services duties (its unitary, metropolitan and London councils and its 21 counties), not for districts.
