Notes
- Plans the council maintained on the census day in January, as local authorities report them in the SEN2 return: those that started on or before the day and had not ceased by it. They include children in early years settings, young people in further education and those educated elsewhere.
- The DfE gives these figures for England's 153 councils with education and children's services duties (its unitary, metropolitan and London councils and its 21 counties), not for districts.
- The DfE gives Buckinghamshire, North Yorkshire and Somerset under the codes of the county councils their unitary councils replaced over the same areas (E10000002, E10000023 and E10000027), and the hub keeps them there, never moved to the councils' own (decision 47.2).
- The DfE gives Barnsley and Sheffield under the codes they had before part of Barnsley moved into Sheffield on the 1st of April 2025 (E08000016 and E08000019), and they are shown so.
- The DfE's methodology names councils whose returns it suppressed or could not use in part: the Isle of Wight's figures are ‘not available’ in every breakdown by council.
