  • People paid the Winter Fuel Payment for the winter, by where they live. DWP names councils without codes; each is matched to the ONS's register by its name. Its figures come from Stat-Xplore, which adjusts each count slightly to protect privacy, so councils add up to their region within a few dozen, not exactly. People DWP cannot place count only in England and Wales's total.
